In the summer of 2026 the Netherlands officially declared a water shortage.
Low river levels, precipitation deficits, and warnings to use drinking water sparingly.
The narrative is clear and quick: climate change, it is getting drier and warmer, we must adapt.
But when you look further, the story becomes more layered.
1. Precipitation and river levels
There was indeed a significant precipitation deficit in 2026, on the order of magnitude that occurs on average once every twenty years.
The Rhine reached historically low levels. Upstream in Germany, Switzerland and France there was also little rainfall and early snowmelt.
Short time series (the last 100–150 years) show more frequent dry summers.
Zoom out further and you see that climate has always fluctuated. We are coming out of a relatively cool period and are now in a warmer phase of longer cycles.
Whether the current warmth and drought are exceptional depends heavily on the timescale you look at.
2. Human choices that increase the pressure
While shortages are being discussed, we are making choices that further increase the demand for clean water:
Data centers
In the Netherlands many data centers still use drinking water for cooling. Absolute volumes are rising rapidly due to the growth of AI and hyperscale facilities.
Dam removal
Across Europe old weirs and dams are being removed on a large scale for nature restoration and fish migration.
This has ecological benefits, but it also reduces the ability to retain water during dry periods.
3. The energy transition and local effects
Two underreported sides of “green” energy:
Solar parks
Dark panels have a low albedo. They absorb more heat than the vegetation they replace.
Plants cool through evaporation and retain water. Large-scale solar parks on former natural or agricultural land can have a local warming effect.
Large wind turbines
They actively mix the lower layers of the atmosphere.
Research shows this can influence local temperatures (often warming at night), change humidity, and in some cases affect cloud formation and precipitation.
Besides bird mortality there is also a micro-climate effect that is rarely discussed.
In addition, there is increasing discussion about active weather modification (cloud seeding) and larger-scale geo-engineering. Whether and to what extent this already influences precipitation patterns in Europe remains a subject of discussion and research.
The pattern
There is drought.
There are low river levels.
At the same time we are increasing the demand for clean water, reducing buffer capacity, and building infrastructure that has local climate effects.
The official story focuses almost exclusively on “less rain due to climate change.”
The role of management, priorities and side effects of the energy transition remains underreported.

Real problems start with clear observation.
Not everything is climate.
Not everything is mismanagement.
It is the mix — and especially the refusal to examine both sides honestly.
